FileTools[ParentDirectory] - get parent directory from the file path

Description
The Filename(path) and ParentDirectory(path) commands return the file name and the parent directory, respectively, of the file referenced by the file path path.
The path path must be syntactically correct, but is not required to correspond to an existing file or directory.
The behavior of this command is dependent on the platform on which it is executed. In particular, the character used to delimit directories in path must correspond to the value of kernelopts(dirsep) on the current platform.
